According to iDigital Times, Pokémon on the chart with asterisk (*) are Legendary Pokémon that have already been confirmed to be in Pokémon GO. However, they still have not appeared in the game probably because they are reserved to be used in future game updates. As what Niantic CEO John Hanke had said in the newly concluded Comic-Con, the company has a lot of plans in the game's future update.
Not to worry though, these Pokémon are worth the wait. So, it's best to list all of them now, so you can start planning on how to create the best team.
